The Health Center Program: Program Assistance Letter 2009-09, Fiscal Year 2009 State/Regional Primary Care Associations and National Cooperative Agreements One-Time Supplemental Grants

The Health Resources and Services Administration (HRSA) will award approximately $6 million in fiscal year (FY) 2009 one-time supplemental grants to State/Regional Primary Care Associations (PCAs) and National Cooperative Agreements (NCAs) funded under section 330(l) of the Public Health Service Act to support the provision of training and technical assistance (T/TA) to health centers, including activities funded through the American Recovery and Reinvestment Act (ARRA).  The PCA/NCAs should coordinate with HRSA and other State and national organizations to appropriately address the T/TA needs of all HRSA-supported health centers. 

HRSA will award the FY 2009 one-time supplemental grants using a formula allocation process.  Under this formula, all PCAs will receive a base amount of $50,000 with an additional $2,000 per Health Center Program grantee in their State as of March 2009.  NCAs will receive approximately 15 percent of their annual FY 2009 award subject to the established cap.  All PCA/NCA supplemental awards are capped at $250,000 or 25 percent of their FY 2009 grant award, whichever is less.
